District 12 deserves a Justice of the Peace who will ask hard questions, listen to residents, and explain what is happening before decisions are made—not after.
Amber will bring practical, hands-on leadership to the Pulaski County Quorum Court and make sure District 12 has a voice in every decision.
ALREADY DOING THE WORK
Amber Govan is a mother, the founder and executive director of Carter’s Crew, and a former program administrator with the Arkansas Division of Youth Services.
At Carter’s Crew, Amber helps young people and families build safer, more stable futures through violence prevention, education, workforce development, and connections to essential support services throughout Pulaski County.
Her work has brought her together with families, schools, courts, prosecutors, law enforcement, behavioral-health providers, workforce partners, and community organizations. She knows how to get people around the same table, find practical solutions, and turn good ideas into programs that work.
Amber earned a Bachelor of Science in Sociology and Psychology from Oklahoma State University. She has also trained professionals across the country on youth violence, substance misuse, missing youth, and juvenile justice.
She isn’t running to start serving this community. She’s running to bring the work she is already doing to county government.

SAFER NEIGHBORHOODS
Keeping neighborhoods safe takes both enforcement and prevention. Amber will make sure county dollars support the Sheriff’s Office, courts, and detention services, as well as programs that prevent crime and help people get their lives back on track.

County dollars are your dollars. Amber will ask hard questions before small problems become big ones, push for budgets residents can understand, and keep District 12 informed about how public money is being spent.
GROWTH THAT WORKS FOR US
Growth can bring new opportunities, but existing neighborhoods shouldn’t have to pay the price. Amber will make sure residents are heard and will ask how major projects could affect traffic, drainage, noise, utilities, emergency response, and nearby homes.
REPRESENTING OUR WHOLE COMMUNITY
District 12 includes neighborhoods in Sherwood and North Little Rock. Amber will represent every part of the district, listen to residents across our communities, and make sure their concerns are heard in county government.
